Previously, Dr. Levy served twice at the White House on the President's Council of Economic Advisors, most recently as Senior Economist for Trade, and was a member of the Policy Planning Staff for Secretary of State Condoleezza Rice. Dr. Levy, who holds a Ph.D in Economics from Stanford University, was also a senior fellow at Chicago Council on Global Affairs and on the faculty of Northwestern Kellogg.
Michael J. Smart
Rock Creek Global Advisors
As a Managing Director at Rock Creek Global Advisors, Michael focuses on international trade and investment policy. He previously served as International Trade Counsel on the Democratic staff of the U.S. Senate Committee on Finance. Earlier, Michael was Director for International Trade and Investment at the National Security Council at the White House. He began his career at the law firm of Sidley Austin. and received his BA in International Affairs from The George Washington University and his JD from Georgetown University Law Center.
Senior Fellow in Economic Studies
In addition to his position at Cato, Scott is a Senior Fellow in Economic Studies and a Senior Visiting Lecturer at Duke University Law School. Before that, Scott spent two decades practicing international trade law at White & Case. Earlier, Scott was a trade policy research assistant at Cato, and later became an Adjunct Scholar there. Scott has a BA in Political Science from the University of Virginia and a JD from the University’s School of Law.
